Description
The DC Concealed Pistol License (CPL) course is primarily designed for new or beginner shooters, though it can also be suitable for those with some experience who are unfamiliar with District of Columbia laws and legal requirements for concealed carry.
Beginner-Level Training Focus
Firearm safety rules
Basic pistol operation and maintenance
Safe handling and storage of firearms
Shooting fundamentals (stance, grip, aiming, trigger control)
Live-fire qualification
Use of force and DC-specific firearm laws
Self-defense laws and scenarios

Who is it for?
People new to firearms or who need a structured introduction to handguns.
Residents or non-residents applying for a DC Concealed Carry License.
Those who have limited experience and want legal coverage and training specific to DC.
You may be eligible to waive most of the 16-hour training (but not the DC law/self-defense component) if you can prove equivalent qualification—such as:
Military or law enforcement firearms training (e.g., DD-214)
Armed professional credentials (e.g., SPO license)
NRA CCW or other approved courses judged “equal or greater” by MPD (e.g., MD Wear and Carry Training)
Topics Covered
1. Classroom Instruction (16 hours total)
In compliance with D.C. Mun. Regs. tit.?24 §?2336.1, the course covers:
Firearm safety (including safe storage, child prevention, use of locks/lockboxes)
Firearm nomenclature (parts of pistols)
Basic marksmanship principles
Care, cleaning, maintenance, loading/unloading, and storage of pistols
Situational awareness, conflict management, and use of deadly force
Selection of pistols and ammunition for defensive use
All applicable District and federal laws, including D.C. Code Ch.?22-45 (pistol regulation) and self-defense statutes
2. Live-Fire Qualification (2 hours)
Intermediate/Advanced defensive shooting (e.g. drawing from concealment, shooting on the move)
Must complete at least 2 hours of range training, firing 50 rounds from a maximum of 15 yards, achieving at least 70% accuracy, as certified by the instructor

Certification Outcomes
Upon successful completion, you receive a certificate of training recognized by MPD, which is required to apply for a DC CPL

Legally possess a handgun: You must register the pistol with MPD before (or during) the application
