Expectations and Outcomes

Expectations

1. Full Participation

Participants are expected to:

  • Complete 16 hours of in-person classroom instruction
  • Complete 2 hours of live-fire range training
  • Attend all sessions and actively participate in discussions, safety drills, and legal instruction

2. Legal Understanding

Participants must:

  • Learn the District of Columbia's firearm laws, including:
    • Where and how you can legally carry
    • When you can use deadly force
    • Restrictions on firearm use and possession
  • Understand laws related to self-defense, lethal force, and duty to retreat

3. Safe Firearm Handling

Participants will be trained to:

  • Handle a firearm safely at all times
  • Use proper loading, unloading, storage, and transport procedures
  • Practice muzzle discipline, trigger discipline, and safe drawing techniques

4. Demonstrate Proficiency

At the range, participants are expected to:

  • Pass a shooting qualification test, usually:
    • 50 rounds at various distances (3 to 15 yards)
    • Achieving a minimum of 70% accuracy
  • Follow all range safety protocols under instructor supervision

 Outcomes

1. Completion Certificate

  • Participants receive a DC CCPL Course Completion Certificate, required to apply for the license through the DC Metropolitan Police Department (MPD).

2. Legal Knowledge

Graduates will:

  • Understand their rights and responsibilities as a concealed carry permit holder
  • Know how to avoid legal trouble by complying with DC firearm regulations

3. Improved Firearm Skills

Participants will:
