Description
This 40-hour pre-assignment training program is designed to prepare individuals seeking appointment as a District of Columbia Special Police Officer (SPO). The course provides comprehensive instruction on the legal authorities, responsibilities, and professional duties of a Special Police Officer operating within the District of Columbia. Students will receive training in arrest powers, search and seizure laws, applicable District of Columbia statutes, use of force principles, terrorism awareness, emergency response procedures, customer service, and public interaction. Upon successful completion, students will possess the foundational knowledge necessary to perform their duties safely, legally, and professionally while protecting persons and property within their assigned jurisdiction.
Topics Covered
Upon completion of this course, students will be able to:
- Explain the authority, powers, and limitations of a District of Columbia Special Police Officer.
- Demonstrate an understanding of arrest powers and lawful detention procedures.
- Apply constitutional principles governing search and seizure.
- Identify and interpret relevant sections of the District of Columbia Official Code applicable to Special Police Officers.
- Understand the legal and practical application of use of force.
- Recognize indicators of terrorism and respond appropriately to suspicious activities, unattended packages, and unknown substances.
- Implement emergency response procedures, including evacuation protocols and basic first-aid considerations.
- Demonstrate professionalism and effective communication when interacting with employees, visitors, tourists, and the public.
- Understand ethical responsibilities, report writing requirements, and incident documentation procedures.
- Perform duties in a manner consistent with District laws, agency policies, and industry best practices
